It's ridiculous that this is even an issue, and a fairly common one at that it seems dating all the way back to the original release of the PS4 back in 2013. So, I tried initializing without restoring a backup. So, the backup I've been restoring is actually kind of from my old PS4, and I thought maybe it was causing issues since it was from a different model or something. To do this press and hold the Power Button, until you hear two beeps, one from the usual power on and then a second. However, when I first got my Pro, I restored a backup from my original PS4 on to it. Then, when you experience the problem, reboot your console into Safe Mode. Everything I tried involved me restoring my backup. I completely wiped my router, reinstalled the PS4 firmware, I tried following your steps, nothing was working. So I finally got some time to play with it, and after many times coming close to pulling my hair out, I finally got it working (for now at least.) I tried everything. 8 - Download again all the games, apps, themes from the store (in my case it worked by downloading them from the web).7 - Do a normal configuration once the PS4 starts (so stand by settings, automatic downloads, video settings, in my case PSVR settings, ecc).6 - Restore the default settings only, by following this guide:.4 - Do the first configuration when the PS4 starts (I mean time zone, language, stand by settings).3 - Hard factory reset from PS4 Safe menu, following this guide, point 7th "Initialize PS4 (Reinstall System Software)". 2 - Backup of saves, settings and photo/video only (I didn't backup the games, apps, themes).1 - Deactivate the PS4 Pro as primary system.Here the procedure but it’s not sure that it’s able to fix your problem. But one week ago it stopped working again… Until yesterday, when PSPlus games came up, now it’s working again. I had the same issue, and I was able to solve it following these steps. Playing it on PS4, but on the web store it still shows on the download queue as 'Downloading. Ive downloaded Uncharted: The Lost Legacy. I am pretty sure that it’s a Sony server related problem. Im having the exact same problem for a while now.
